What's happening

This bill requires an independent economic impact statement before any toll increases on Port Authority bridges or tunnels.

Why it matters

  1. Requires independent analysis. The bill mandates that an independent contractor, not the Port Authority itself, must conduct a study on the economic impact of any proposed toll increase, which could help ensure unbiased evaluation and build public trust in the process.

  2. Aims to protect affected communities. The economic impact statement must specifically assess how toll or fee increases would affect all communities impacted by the changes, potentially highlighting negative consequences for commuters, businesses, and local economies before any increase is approved.

  3. Imposes a procedural delay. By requiring at least a 30-day waiting period after the statement is issued before any increase can take effect, the bill creates a window for public scrutiny, feedback, and possibly additional oversight.

  4. Depends on New Jersey’s cooperation. The law only takes effect if New Jersey passes an identical measure, underscoring the need for interstate cooperation on Port Authority matters and potentially delaying or complicating implementation if both states do not act in tandem.
