What's happening
This bill allows declined or revoked Scholarships for Academic Excellence to be awarded to the next most qualified student.
Why it matters
Increases access to scholarships. By reallocating declined or revoked Scholarships for Academic Excellence to the next most qualified student, more students can benefit from financial support that would have otherwise gone unused.
Promotes fairness and meritocracy. Ensures that scholarships are awarded based on merit to as many eligible students as possible, rather than allowing opportunities to lapse due to circumstances beyond the control of other qualified candidates.
Maximizes use of public funds. Prevents the loss of allocated scholarship funds, making sure state resources intended for student aid are actually used for education as intended.
Encourages students to remain competitive. Knowing that declined or revoked scholarships will go to the next highest-ranking student may motivate more students to strive for academic excellence, as additional opportunities could open up.

Who cares
Students next in line for academic excellence scholarships
They would receive scholarship benefits declined by another student or revoked by the commissioner or president, rather than having those benefits lapse.
Students declining or losing scholarships
Their declined or revoked awards would be reassigned to the next most qualified student.
State scholarship administrators
They would need to award the benefits to the next most qualified student under the existing statutory criteria instead of ending payments and further awards.
