What's happening

This bill extends Chemung County's authority to impose an additional 1% sales and use tax until November 30, 2019.

Why it matters

  1. Maintains Local Revenue Streams. By extending Chemung County’s authority to collect an extra 1% sales and use tax, the bill helps ensure continued funding for county services like public safety, infrastructure, and social programs that rely on this local revenue.

  2. Affects Local Consumers and Businesses. Residents and visitors will continue to pay a higher sales tax rate in Chemung County, which can influence consumer behavior and potentially affect local business competitiveness compared to neighboring counties with lower rates.

  3. Reflects Ongoing Fiscal Need. The repeated extension of this authority (first granted in 2002) underscores the county’s ongoing budgetary challenges and its reliance on this revenue source, highlighting persistent fiscal pressures at the local government level.

  4. Temporary Measure with Ongoing Reviews. The sunset date (now extended to November 30, 2019) means state lawmakers periodically reassess the necessity and impact of the extra tax, providing ongoing oversight and possible future adjustments.
