What's happening
This bill extends Chemung County's authority to impose an additional 1% sales and use tax until November 30, 2019.
Why it matters
Continued Local Revenue. Extending Chemung County’s authority to impose the extra 1% sales and use tax helps maintain a critical source of local revenue, which can be used for county services, public safety, infrastructure, or to offset property taxes.
Taxpayer Impact. Residents, visitors, and businesses in Chemung County will continue to pay a higher sales tax rate for at least two more years, affecting the cost of goods and services and potentially influencing purchasing decisions.
Local Budget Stability. By ensuring this revenue stream remains available, the county can avoid sudden budget gaps or the need for abrupt fiscal adjustments, supporting more predictable financial planning and service delivery.

Title of bill
An act to amend the tax law, in relation to extending the authorization of the county of Chemung to impose an additional one percent of sales and compensating use taxes
Purpose or general idea of bill
To authorize the Chemung County Legislature to extend their additional 1% sales tax for a 2 year period.
Summary of specific provisions
The bill amends section 1210 of the tax law to authorize Chemung County to impose an additional 1% sales tax ending November 30, 2019.
Justification
The Chemung County Legislature has requested that the New York State Legislature introduce and pass a bill to authorize the county to extend their existing additional 1% sales and use tax. The County has determined that the continuation of the additional 1% increase in the sales tax increase is the preferred method of raising revenue to help offset the impact of the real property tax burden upon residents.
2017 Chemung county property tax levy in relation to state mandated programs: Medicaid 67%, welfare 6%, child welfare 10%, pre k and early intervention 9%, and 39% for other programs. That is a total of 130% property tax levy. Therefore, 22% of local sales tax receipts are also sent to the state.
