What's happening

This bill directs the New York State Thruway and Bridge Authorities to study and report on sharing services and potentially merging.

Why it matters

  1. Potential for Cost Savings and Efficiency. By requiring a study of consolidating administrative and operational functions, the bill seeks to identify opportunities to reduce redundancies and lower expenses, which could ultimately translate to more efficient use of toll revenues and potential savings for the public.

  2. Impact on Public Services and Workforce. The consolidation or merger of two large authorities could affect how maintenance, security, toll collection, and capital projects are managed, potentially impacting service quality and jobs for current employees.

  3. Influence on Future Infrastructure Investments. A joint capital plan and possible merger could streamline how major bridge and thruway projects are designed, funded, and executed, possibly shaping the long-term development and maintenance of New York’s transportation network.

  4. Transparency and Accountability. The requirement for detailed public reports—including immediate actions, regulatory and statutory needs, and cost savings estimates—means policymakers and the public will have insight into the trade-offs and benefits of any changes before decisions are made.

AN ACT in relation to directing the New York State Thruway Authority and the New York State Bridge Authority to jointly study and report on methods that can be implemented to share services and combine functions, and on the feasibility of merging into a single entity

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. 1. The New York state thruway authority and the New York state bridge authority shall jointly conduct a study to explore the sharing and consolidation of services and functions in order to reduce each authority's overall administrative, operational and/or capital costs. (ii) consolidate or share optional functions, such as maintenance, security services, toll collections and payment processing; and

(iii) develop and implement a joint capital plan whereby long term capital projects at each individual authority are jointly designed and constructed.
