What's happening
This bill requires expanded outreach and online resources for minority and women-owned business enterprise certification, with $1 million appropriated for implementation.
Why it matters
Increases visibility and transparency. by requiring the state to publish online a comprehensive list of outreach seminars, contacts, resources, events, and opportunities related to minority and women-owned business enterprise (MWBE) certification—making it easier for businesses to find support and navigate the certification process.
Targets support to under-represented groups. by mandating outreach programs specifically aimed at encouraging certification among minorities with particularly low participation rates in state contracts (such as Black and Hispanic business owners), helping to address specific disparities within the MWBE program.
Backs new initiatives with dedicated funding. by appropriating $1 million to implement these expanded outreach and resource efforts, signaling a commitment to meaningful action rather than symbolic change.
