What's happening
This bill updates how regional cost indices are calculated for school funding and guarantees minimum Tier 1 high tax aid for eligible districts.
Why it matters
New regional cost indices could change how much state aid each district receives. , potentially shifting funding toward areas with higher labor costs, especially Westchester (now separated from the rest of Hudson Valley and given a higher index).
The methodology for calculating regional cost indices is specified to use non-education professional salaries. , which may more accurately reflect local labor market differences and lead to lasting changes in how school resources are allocated.
Districts qualifying for Tier 1 high tax aid are guaranteed not to receive less than their prior entitlement. , providing financial stability and predictability for school budgeting in those high-tax areas.
