What's happening

This bill creates a special New York license plate to honor the Boy Scouts of America, with specific issuance requirements and fees.

Why it matters

  1. Creates a new fundraising mechanism for the Boy Scouts of America. The required one-time $25 service charge for the special plate could generate additional revenue to support Boy Scouts programs, especially since a minimum of 200 plates must be pre-ordered for initial production.

  2. Sets financial safeguards for the state. By requiring a $6,000 surety bond unless sufficient pre-orders are met, the bill ensures the state doesn’t incur financial loss if there isn't enough demand for the plates.

  3. Establishes a threshold for continued issuance. If fewer than 200 plates are sold after two years, the state can recover costs from the bond, ensuring ongoing viability and reducing the risk of unsold inventory.

  4. Reflects state recognition and public visibility. The creation and public display of a Boy Scouts license plate signals formal state acknowledgment of the organization’s role and could increase its visibility and perceived legitimacy in New York.
