Why it matters

  1. Provides a way for supporters of the Boy Scouts of America to publicly show their affiliation or support. through the display of a special license plate, potentially fostering community identity and recognition for the organization.

  2. Imposes a one-time $25 service charge (in addition to regular registration fees) for the specialty plate. , which means supporters are contributing extra funds that could help offset state costs related to the plate's creation and distribution.

  3. Includes financial safeguards to limit state liability and ensure sufficient interest before full implementation. at least 200 prepaid orders are required before production, or a $6,000 surety bond must be posted, protecting public resources if demand is low.

  4. Directs proceeds from service charges into a dedicated fund for the development and management of specialty plates. , which helps sustain the program’s administrative and production costs without diverting general tax revenues.
