What's happening

This bill requires colleges to provide detailed course and textbook information in advance and ensures fair competition among instructional material vendors.

Why it matters

  1. Strengthens student choice and transparency. By requiring detailed, advance disclosure of course and textbook information, students can better plan their schedules and budgets, compare options, and avoid last-minute surprises about costs or materials.

  2. Levels the playing field for bookstores and vendors. The bill mandates institutions to provide equal access to course material lists, student contact information, advertising opportunities, and even student billing services to all instructional material sellers, not just campus bookstores—potentially increasing competition and lowering prices.

  3. Introduces oversight and enforcement. Each college must appoint a compliance officer and publish policies on how they will meet these requirements, with violations subject to civil fines—creating accountability and giving students and vendors a clear recourse for complaints.

  4. Protects against hidden fees. The law prohibits colleges from charging outside vendors higher fees than their own bookstores for participating in campus instructional material programs or services, helping to prevent anti-competitive practices and inflated costs for students.
