What's happening

This bill requires New York to issue public certificates to employers with a gender pay gap of 10% or less.

Why it matters

  1. Creates Public Recognition for Pay Equity. By issuing certificates to employers who maintain a gender pay gap of 10% or less, the bill gives public and visible recognition to organizations making meaningful progress toward closing the wage gap, potentially attracting talent and boosting their reputation.

  2. Expands Accountability Beyond Identical Roles. The bill’s language covers both employees “in the same jobs” and those in “dissimilar jobs” requiring equivalent skill, effort, responsibility, and working conditions. This broader scope encourages employers to address pay equity across their entire workforce, not just for identical job titles.

  3. Applies to Both Private and Public Sectors. The certificate program includes all employers, whether public or private, increasing the reach and pressure for pay equity improvements across New York’s workforce.

  4. Increases Transparency for Job Seekers and the Public. By requiring certificates to be displayed on a public state website (and allowing employers to post them), the bill makes pay equity achievements easily accessible, helping job seekers, investors, and advocacy groups make informed decisions and assessments.
