What's happening

This bill changes how school funding is calculated in New York, including using the highest enrollment in the past five years and lowering the minimum income wealth index for local contributions.

Why it matters

  1. Stabilizes School Funding Amid Enrollment Fluctuations. By allowing districts to use the highest student enrollment figure from the past five years, rather than just the most recent year, schools are protected from sudden drops in funding due to temporary enrollment declines. This could help avoid abrupt staffing cuts or program reductions in years when enrollment dips.

  2. Increases State Share for Lower-Income Districts. Lowering the minimum “income wealth index” from 65% to 40% means that districts with less local wealth will have a smaller required local funding contribution before they qualify for state aid. This change could bring significantly more state funding to poorer districts.

  3. Reduces Local Funding Burden for Many Communities. The amended income wealth index floor means more districts will be eligible for increased state support, potentially easing the property tax burden on residents in lower-wealth communities and helping equalize educational opportunities across the state.

  4. May Rebalance Funding Across School Districts. These changes are likely to shift how education dollars are distributed statewide, with some districts—especially those with declining enrollments or lower local wealth—receiving more aid, while wealthier or growing districts could see less impact. This has implications for equity and resource allocation in New York’s public schools.
