What's happening

This bill prohibits the use of state funds to provide post-secondary courses to inmates in New York state prisons.

Why it matters

  1. Limits opportunities for incarcerated individuals to pursue higher education. , which could impact their ability to gain skills and credentials that improve post-release employment prospects and reduce recidivism.

  2. May shift the state’s correctional system focus further away from rehabilitation and reintegration. , emphasizing punishment over educational or personal development opportunities for inmates.

  3. Could have broader societal impacts by potentially increasing barriers to successful reentry. , which might contribute to higher rates of re-offending and associated long-term costs for communities and the state.

  4. Signals a policy priority of reallocating educational resources away from incarcerated populations to non-incarcerated youth. , reflecting a political stance about the role of public funds in the criminal justice system.
