What's happening
This bill prohibits deferring Tuition Assistance Program (TAP) awards until graduation and requires timely payment to students for tuition.
Why it matters
Ensures students can pay tuition bills on time. By prohibiting TAP awards from being deferred until graduation, the bill guarantees that students will actually receive the financial support when their tuition is due, reducing the risk of late fees, class registration holds, or being dropped from courses.
Reduces financial uncertainty and stress. Students often rely on TAP awards to cover essential educational costs; timely payments mean students won't have to take out risky loans or find alternative funding at the last minute.
Promotes educational access and retention. Immediate access to TAP funds can help prevent students—especially those from lower-income backgrounds—from being forced to pause or abandon their studies due to inability to pay tuition upfront.
Eliminates graduation-based contingencies. By banning any requirement that TAP awards be dependent on graduation, the bill protects students who face unexpected life circumstances or need to temporarily leave school, ensuring they don't lose out on aid they've already earned.
