What's happening

The bill allows Onondaga Community College campus peace officers who are current or former police to access criminal history records for investigations, with oversight and documentation requirements.

Why it matters

  1. Expands investigatory powers of campus officers. By granting access to criminal history records, the bill enables Onondaga Community College peace officers (who are or were police) to conduct more thorough investigations, potentially leading to faster or more informed responses to campus incidents.

  2. Raises privacy and oversight considerations. The required documentation of each officer’s access and the establishment of an internal review process add layers of accountability, aiming to protect students’ and staff’s privacy and prevent misuse of sensitive data.

  3. May affect campus safety and trust. Allowing campus officers access to law enforcement databases could improve campus safety but may also raise concerns among students and employees about surveillance, profiling, or the scope of campus policing.

  4. Sets a precedent for other institutions. If successful, this policy could encourage other New York colleges to seek similar authority for their campus officers, potentially broadening the role of campus law enforcement statewide.
