What's happening
This bill allows live horse races and special events to be displayed on telephones, with originator consent, bypassing certain contracting requirements.
Why it matters
Expands access to live horse races and special events on telephones. By explicitly including the ability to display live races and special events on both wired and wireless phones, the bill modernizes how fans can watch and engage with horse racing, potentially increasing interest and participation.
Streamlines the process for displaying races and events. The bill removes the requirement for regional off-track betting corporations to be contracting parties when displaying these events, which could reduce administrative hurdles and speed up the deployment of new viewing options.
Protects content creators’ rights. Even as it opens up new distribution channels, the bill mandates that no live race or special event can be displayed without the express consent of the originator, ensuring that content owners retain control over how their material is used and monetized.
