What's happening
This bill allows school districts to count school bus stop arm video systems as an approved transportation expense for funding.
Why it matters
Encourages investment in student safety. By allowing stop arm video systems to be reimbursed as transportation expenses, the bill incentivizes school districts to adopt technology that helps catch and deter illegal passing of stopped school buses, potentially reducing risks to children.
Mandates local control of video data. The bill requires that school districts, not third-party vendors, manage the recorded video in collaboration with law enforcement, which could improve privacy protections and ensure sensitive data is handled responsibly.
Requires clear protocols for incidents. Districts must have internal procedures for reviewing video and collecting driver statements after each incident, aiming to create a consistent and reliable process for investigating violations and resolving disputes.
Focuses on accurate identification. The technology must allow positive identification of both individuals and vehicles involved in violations, increasing the likelihood of successful enforcement and accountability for those who break school bus stop laws.
