What's happening
This bill allows local governments in New York to fully exempt 100% service-connected disabled veterans from property taxes.
Why it matters
Expands local authority. The bill empowers local governments (cities, towns, villages, counties, and school districts) to grant a full property tax exemption to veterans with a 100% service-connected disability, but only if the local governing body passes a law to do so after a public hearing.
Targets those most affected. By focusing on veterans with total (100%) service-connected disabilities, the exemption is directed to those with the most severe, lifelong injuries or illnesses resulting from military service, potentially easing their financial burden significantly.
May affect local budgets and services. If adopted, the exemption could reduce property tax revenue for communities, potentially impacting funding for schools and municipal services unless offset by other sources.
Reflects local priorities. The requirement for a public hearing and local legislative action ensures that the exemption reflects the priorities and fiscal capacity of each community, rather than imposing a statewide mandate.
