What's happening
This bill allows local governments in New York to grant full property tax exemptions to veterans with a 100% service-connected disability.
Why it matters
Provides local flexibility. The bill empowers each city, town, village, county, and school district to decide whether to grant the full property tax exemption, allowing communities to balance veteran support with local budget needs.
Targets veterans with greatest need. By limiting the exemption to those with a 100% service-connected disability, the bill focuses benefits on veterans facing the most severe, life-altering injuries or illnesses related to their service.
Potentially significant financial relief. For eligible veterans, this exemption could eliminate a major ongoing expense, improving their economic stability and quality of life, especially for those unable to work due to their disabilities.
Impacts local tax base. If widely adopted, the exemption could reduce the property tax revenue available for local services, which may shift fiscal pressures onto other taxpayers or affect public services.

Title of bill
An act to amend the real property tax law, in relation to establishing a real property tax exemption for veterans who have a one hundred percent service connected disability
Summary of provisions
Section 1 amends the real property tax law by allowing local governments to pass a total real property tax exemption for veterans who have a 100% service connected disability rating.
Section 2 sets forth the effective date.
Justification
New York is currently one of the only states in the nation without a real property tax exemption of some kind for veterans with a 100% service connected disability rating. The Federal Department of Veterans' Affairs suggests that there is more than 400,000 of these individuals nationwide.
These veterans are those who have, in the service of our country, given almost everything - the Federal Government defines this category as individuals for who it is now "impossible for the average person to follow a substantially gainful occupation".
By allowing local governments and school districts to exempt veterans with a 100% service connected disability from school district taxation and real property taxation, the State can not only show its appreciation to these veterans, but can also lessen the financial burdens connected with their selfless service to our nation.
