What's happening
This bill directs state agencies to study and report on the environmental and health impacts of JFK and LaGuardia airports.
Why it matters
This bill requires direct measurement of noise and pollution levels in neighborhoods near JFK and LaGuardia, rather than relying solely on models or indirect data. This means residents’ actual experiences will be captured, potentially leading to more accurate and actionable findings.
The inclusion of both environmental and human health impacts, as well as effects on property values, broadens the scope of the study. By examining these combined factors, the report could influence a wider range of policies, from public health to real estate and urban planning.
The study specifically addresses the impacts of new runways and changes in air traffic patterns, not just existing conditions. This forward-looking approach could affect future airport expansion plans and the approval process for infrastructure projects.
Requiring a formal report to the governor and legislature by a set date (October 31, 2019) creates a clear deadline and accountability for state agencies. The findings could prompt new regulations, mitigation efforts, or compensation for affected communities.
