What's happening
This bill amends vehicle registration law to expand permissible uses of personal information by contractors and limits how deleted data can be used.
Why it matters
Expands the list of exceptions. allowing contractors to retain and use vehicle registration information even after a registrant requests deletion, now including uses such as fraud prevention, insurance claims, and legitimate business verification—not just safety recalls and statistical reports.
Adds protections on personal information use. for statistical and research purposes by specifying that contractors can’t publish, redisclose, or use deleted data to contact individuals, thus tightening data privacy controls in some contexts.
Authorizes broader access for government and legal purposes. , permitting government agencies, courts, and law enforcement (or entities working for them) to access deleted registration information as needed for official functions.
Impacts how businesses and insurers interact with personal data. , potentially streamlining fraud prevention and claims investigation, but also raising questions about the balance between individual privacy and business or governmental needs.
