What's happening
This bill exempts school resource officer expenditures from school district tax levy limits if the officer is employed by a municipality.
Why it matters
Allows school districts to hire school resource officers from local police or municipal agencies without those costs counting against their property tax levy limits. , potentially enabling districts to increase security without risking voter rejection of their budgets due to tax cap restrictions.
Creates a clear legal definition of “school resource officer” as a police or peace officer serving as school security. , which may provide clarity and consistency for districts, municipalities, and law enforcement about who qualifies under this exemption.
May shift more school security costs onto local taxpayers while bypassing some of the usual taxpayer protections of the tax cap law. , raising questions about local control, school safety priorities, and balancing taxpayer interests with security needs.
Could incentivize greater collaboration between school districts and municipal police. , potentially standardizing school security practices but also raising debates about the role of law enforcement in educational settings.
