What's happening
This bill amends the universal full-day pre-kindergarten program to guarantee funding for all qualifying programs outside New York City.
Why it matters
Removes competitive funding for pre-K. The bill eliminates the previous requirement that pre-kindergarten programs outside NYC compete for state funding, aiming to make access to funding more predictable and less dependent on scoring against other districts.
Guarantees funding for all qualifying programs. By mandating that every eligible program outside New York City receives sufficient funding for all qualifying students, the bill could help expand access to full-day pre-K and reduce waitlists or unmet need in those areas.
Promotes educational equity across regions. The move addresses potential disparities in early childhood education opportunities between New York City and other regions, ensuring that children across the state have similar access to high-quality pre-kindergarten.
Shifts focus to documented needs, not competition. Funding will be based on documented eligible expenditures and the actual number of enrolled students, potentially leading to a fairer allocation of resources that reflects real community demand rather than arbitrary limits.
