What's happening
This bill allows the Mount Vernon and Yonkers city school districts to use multi-year cost allowances twice in five years for certain new construction projects when calculating building aid.
Why it matters
Allows Mount Vernon and Yonkers to access state building aid more flexibly. , enabling them to split project costs over two different years within a five-year period for specified construction projects—potentially smoothing out local budget impacts and making it easier to finance large capital improvements.
Targets specific, voter-approved or legislatively-authorized projects. , meaning the bill is tailored to address immediate and real facility needs already identified by each district, rather than opening up broad new spending authority.
Imposes a waiting period before future multi-year cost allowances can be used again. , requiring at least a ten-year gap after the first use for each project—this limits overuse of the provision and encourages long-term planning.
May help districts maximize state aid and complete necessary construction sooner. , potentially accelerating upgrades or expansions that improve student learning environments without requiring as much upfront local funding.
