What's happening

This bill creates a voluntary state licensing program for master plumbers, with a board to set standards and oversee licensing.

Why it matters

  1. Creates a pathway for statewide recognition. The voluntary license allows master plumbers to demonstrate that they have met uniform state standards, potentially making it easier to work across municipal boundaries (except in cities with a population over one million, such as New York City). This could increase job mobility and standardization outside of large urban centers.

  2. Facilitates reciprocity with other states. Licensed master plumbers in New York could practice in other states that grant reciprocity, potentially opening up business opportunities and employment flexibility for those who hold the voluntary license.

  3. Establishes a state-level professional board. Oversight by a diverse, 13-member Board of Examiners (appointed by various state leaders and including industry representatives) aims to ensure that licensing standards, exams, and renewals are set by those with relevant expertise, possibly raising the bar for quality and consistency in the profession.

  4. Maintains local autonomy for large cities. By explicitly excluding cities of over one million residents from the license’s automatic recognition, the bill preserves existing local licensing arrangements in places like New York City, balancing state standards with local control.

4. The secretary shall designate an employee of the department to act as secretary to the board, and shall provide such board with such stenographic or other assistance as may be necessary.

5. Members of the board shall receive no compensation but shall be entitled to actual and necessary traveling and other expenses while engaged in the performance of such member's duties pursuant to this article.

§ 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. Provided that any rules and regulations necessary to implement the provisions of this act on its effective date are authorized to be made on or before such date.
