What's happening

This bill expands the advisory committee for appearance enhancement to include members knowledgeable about diverse hair types and cultural awareness in curricula.

Why it matters

  1. Expanding the advisory committee to include experts on all hair types ensures that state standards and regulations better reflect the needs of clients with curly, coily, or textured hair, who have often been underserved or misrepresented in the industry.

  2. Mandating attention to curl pattern, hair strand thickness, and hair volume in both committee composition and curriculum guidance aims to improve cultural and ethnic inclusivity in beauty education, which can reduce discrimination and increase safety for clients with diverse hair types.

  3. Including these requirements in the law may set a precedent for broader industry reforms, encouraging salons and beauty schools statewide to train professionals who are competent in serving clients of all backgrounds—potentially opening up new markets and improving professional standards.

  4. By requiring the maintenance of cultural and ethnic awareness in training, the bill addresses not just technical proficiency but also broader issues of equity, representation, and respect in personal care services.
