What's happening
This bill allows the New York labor commissioner to set noise restrictions on coin and paper counting machines to protect users' health and safety.
Why it matters
Addresses a specific workplace hazard. By empowering the labor commissioner to set noise limits on coin and paper counting machines, the bill targets a source of occupational noise that can otherwise go unregulated, potentially protecting workers in banks, casinos, and retail establishments from long-term hearing damage and stress.
Brings technical clarity to enforcement. The bill defines technical terms like "A-weighted sound level" and "sound pressure level," ensuring that any regulations are based on standardized and widely accepted methods of measuring noise, which supports fair, uniform compliance and enforcement.
Allows for proactive health and safety regulation. The language gives the commissioner discretion to issue rules as needed, allowing the state to respond quickly to new technologies or emerging evidence about health risks, rather than waiting for problems to become widespread before acting.
