What's happening
This bill creates grants for New York school districts to support Caribbean immigrant students' cultural and academic transition if they are not English learners.
Why it matters
Targets a unique student population. The bill specifically addresses the needs of Caribbean immigrant students from English-speaking countries who are not eligible for English Language Learner (ELL) programs, recognizing that these students can still face significant cultural and academic challenges.
Focuses on holistic support. Grants are intended for programs that provide both academic and cultural transition support, which may help students adjust more effectively to a new school environment and improve their educational outcomes.
Prioritizes students with disrupted education. Preference is given to students who had limited or interrupted formal education in their home countries, aiming resources at those who may be most at risk of falling behind or struggling to integrate.
Requires accountability and planning. School districts seeking funds must submit detailed plans outlining how they will identify eligible students and what services will be provided, ensuring targeted and transparent use of grant money.
