What's happening

This bill directs SUNY and CUNY trustees to review and revise campus fire safety measures and report findings to state leaders.

Why it matters

  1. Strengthens campus safety accountability. By requiring SUNY and CUNY trustees to review and update fire safety measures based on a prior statewide task force report, the bill ensures that fire prevention protocols are current and reflect any new risks or advancements.

  2. Targets student housing risks. The review and reporting specifically focus on residential facilities, acknowledging that students living on campus may face unique fire safety challenges and that their protection requires ongoing attention.

  3. Informs legislative action. By mandating that findings and legislative recommendations be sent to key state leaders, the bill creates a pathway for future policy changes or funding to address identified gaps in campus fire safety.

  4. Promotes transparency and oversight. The requirement for a formal report to be delivered by a set deadline increases public and legislative oversight of how SUNY and CUNY safeguard student welfare in their housing facilities.

Title of bill

An act authorizing and directing the boards of trustees of SUNY and CUNY to review and revise the report of the New York State Governor's Task Force on Campus Fire Safety issued in July 2000

Purpose or general idea of bill

The purpose of this bill is to direct the board of trustees of the state university of New York and the board of trustees of the city university of New York to review the report on campus fire safety produced in July 2000 and to update sections pertaining to the extent and adequacy of fire suppression and detection systems within the state and university systems.

Justification

The New York State Governor's Task Force on Campus Fire Safety report incorporated short-term steps and long-terms steps for addressing the fire safety issues examined by the task force. The task force came to conclusions pertaining to fire suppression and detection systems on campus residential structures that stated that all newly-constructed college residential structures should be equipped with a full sprinkler system and that a phased retrofit program should be established to install sprinkler systems in all areas of existing campus residential structures during significant rehabilitation. This new legislation would allow the boards of trustees to review the report and attain information on whether the steps and recommendations such as the one stated above were followed.
