What's happening
This bill requires chancellors of large city school districts to study and report on expanding career and technical education programs.
Why it matters
Potential for Broader Career Pathways. By requiring chancellors to assess expanding career and technical education (CTE) programs, the bill could lead to more diverse educational options for students, preparing them for a wider range of in-demand jobs and industries beyond traditional academic tracks.
Focus on Large Urban School Districts. The legislation specifically targets cities with populations over one million (primarily New York City), where there is a high concentration of students who could benefit from access to practical, skills-based education aligned with local workforce needs.
Data-Driven Policy Recommendations. Mandating a formal study and report—including legislative proposals—means future decisions about CTE expansion will be informed by actual feasibility, cost, and benefit analysis rather than assumptions, potentially leading to more effective and targeted educational reforms.

Title of bill
An act to direct chancellors of city school districts, in cities having a population of one million or more, to examine and assess the feasibility of expanding the number and types of career and technical education schools and programs within such city school districts
Purpose
To direct the chancellor of education in New York City to publish a report on the feasibility of expanding the number and types of various educational schools that provide instruction in career and technical fields.
Summary of provisions
Section 1 of the bill directs the chancellor of education in New York City to examine, evaluate, and make recommendations concerning the feasibility, costs, benefits, and means of creating more career and technical education schools and programs.
Section 2 requires the chancellor of education in New York City to publish a report on the findings of such study to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly.
The report shall include the findings, conclusions, recommendations, and a legislative proposal.
Section 3 is the enacting clause.
Justification
By offering only one path to graduation, New York's current education system is ignoring part of the student population that is inclined to other types of education and learning experiences. Career Technical Education (CTE) schools provides students an opportunity for vocational training. However, currently there are very few CTE schools and as a result the schools are limited in how many students they can serve. This study will determine if CTE schools should be expanded.
Fiscal implications
Undetermined
Effective date
This act shall take effect immediately.
