What's happening

This bill requires New York schools to establish and provide age-appropriate domestic violence awareness curriculum or instruction.

Why it matters

  1. Promotes early education about domestic violence. By making instruction age-appropriate and tailored to different grade levels, the bill aims to equip students with the knowledge and skills to recognize and respond to domestic violence, potentially increasing resilience and safety from a young age.

  2. Allows flexibility for local needs. The curriculum does not have to be uniform across New York State, letting schools adapt materials to reflect the specific needs and demographics of their communities, which could make the education more relevant and effective.

  3. Encourages collaboration and expertise. By requiring the education commissioner to consult with agencies like the State Office for the Prevention of Domestic Violence and the Office of Children and Family Services, the bill ensures that the curriculum is informed by experts and current best practices.

  4. Integrates with existing education structures. Schools are given the option to include domestic violence instruction within the health curriculum or in another format they find suitable, making implementation more practical and increasing the likelihood that the content will actually reach students.

Title of bill

An act to amend the education law, in relation to requiring domestic violence awareness curriculum or instruction

Purpose or general idea of bill

To establish domestic violence awareness instruction which may be used by schools within their curriculum.

Summary of specific provisions

Section 1. The education law is amended to add a new section 804-e that requires the commissioner of education, in consultation with the state office for the prevention of domestic violence, the office of children and family services, and other appropriate offices, to establish a curriculum for instruction regarding domestic violence awareness to be available to school districts. In addition, schools may include such curriculum as a component of its health curriculum or any other way schools deem appropriate.

Section 2. Effective date of July 1, 2018.

Justification

Oftentimes, domestic violence exists as both a norm and a stigma in a child's life. Children, especially young girls, who were exposed to domestic violence will sometimes grow up to establish adult relationships that mirror the relationships they saw in the past. This may lead to unhealthy relationships where the now adult is subject to physical abuse, emotional abuse, or both.

This bill seeks to end the cycle of domestic violence, and the stigma attached to it, by requiring the commissioner of SED to establish school curriculum for New York's children. Such curriculum shall be developed in consultation with the state office for the prevention of domestic violence and the office of children and family services and made available for schools to implement.
