What's happening
This bill requires health and wellness education programs to prevent sudden cardiac arrest among student athletes, including best practices and informational materials for students and parents.
Why it matters
Aims to reduce preventable deaths among student athletes. by ensuring schools provide specific education, outreach, and information about sudden cardiac arrest (SCA), which is a leading cause of death during youth sports but often goes undetected until tragedy occurs.
Requires collaboration with expert organizations. including the state’s health and education departments, the Medical Society of NY, the American Academy of Pediatrics, and the American Heart Association—to ensure the educational materials and best practices reflect the latest medical research and consensus.
Promotes awareness of early warning signs and screening options. by mandating that students and their families receive clear explanations of SCA, its warning signs, incidence rates, and both the benefits and limitations of privately available cardiac screenings, helping families make informed health decisions.
May influence school health policies and parental expectations. by setting new standards for health certificates and screening exams required for athletic participation, potentially prompting schools to enhance their pre-participation evaluations and preparedness for cardiac emergencies.

Title of bill
An act to amend the public health law, in relation to health care and wellness education and outreach programs for preventing sudden cardiac arrest among student athletes
Purpose or general idea of bill
To establish education and outreach programs for preventing sudden cardiac arrest among student athletes.
Summary of specific provisions
Section 1. Subdivision 1 of section 207 of the public health law is amended to add a new paragraph (o).
Section 2. Effective date.
Justification
This bill adds to the existing Health Care and Wellness Education and Outreach Program within the New York State Department of Health the need and importance of education and outreach programs for preventing sudden cardiac arrest among student athletes. The Commissioner shall provide educational materials for students and their parents and guardians regarding sudden cardiac arrest. This material shall be developed in conjunction with the Commissioner of Education, the Medical Society of the State of New York, the New York Chapter of the American Academy of Pediatrics, and the American Heart Association. Furthermore it shall include an explanation of sudden cardiac arrest, a description of early warning signs, and an overview of options that are privately available for screening.
The tragedy of Sudden Cardiac Death (SCD) occurs in individuals under 40 years of age more often than most would guess. Physical exertion associ- ated with competitive sports and other physical athletic activities can exacerbate a pre-existing condition and can result in an untimely death of a student.
The State of New Jersey currently has a similar program where brochures are sent home to parents and guardians. This legislation would establish a similar program by developing brochures that could be given to parents as well as pediatricians to distribute.
