What's happening
This bill reimburses local special education costs and requires resulting budget surpluses to reduce taxes.
Why it matters
Statewide reimbursement. School districts and municipalities would receive full reimbursement for costs directly related to special education services for children whose placements the education commissioner approved.
Federal offset. Payments would be reduced by federal participation under Title XIX of the Social Security Act, rather than duplicating that funding.
Required tax relief. Any budget surplus created by the aid would have to be used solely to reduce taxes in the following fiscal year.
