What's happening

This bill requires New York's Division of Veterans' Affairs to annually remind tax assessors that veterans of Afghanistan and Iraq are eligible for property tax exemptions.

Why it matters

  1. Ensures eligible veterans don’t miss out on property tax exemptions. By requiring annual reminders, the bill addresses the risk that local tax assessors may overlook or misunderstand that service in Afghanistan and Iraq qualifies veterans for property tax relief.

  2. Reduces administrative barriers for recent veterans. Veterans of newer conflicts often face confusion or inconsistent application of benefits. This bill helps standardize awareness among assessors, making it simpler for veterans of modern wars to access the exemptions they’ve earned.

  3. Promotes fairness and equal treatment among veterans. The bill reinforces that all veterans who served in qualifying hostilities—including more recent ones—are equally covered, helping to prevent older conflicts from being prioritized over current or recent service.

Title of bill

An act to direct the division of veterans' affairs to annually remind assessors of the eligibility of veterans of certain hostilities for the veterans alternative real property tax exemption

Purpose

The purpose of this bill is to establish annual reminders for assessors that the Persian Gulf conflict included several named Operations that were part of the Afghanistan and Iraqi hostilities, for purposes of establishing eligibility for certain veterans' tax exemptions.

Summary of provisions

This bill would require the division of veterans' affairs, in consultation with the department of taxation and finance, pursuant to its training responsibilities, within thirty days of this act and at least annually, to reinforce and/or remind assessors of the fact that the Persian Gulf conflict referenced in section 458-a of the real property tax law includes, but is not limited to, hostilities in Afghanistan and Iraq, also known as Operation Iraqi Freedom, Operation Enduring Freedom, Operation New Dawn and Operation Inherent Resolve.

Justification

There have reportedly been several cases statewide where assessors have rejected the application of veterans who have served in Afghanistan and Iraq because they did not realize these brave men and women are covered under the Persian Gulf conflict for purposes of the alternative veterans' real property tax law.
