What's happening

This bill requires consultation with the office for the aging to create a volunteer home visitation program for elderly and invalid victims of violent crime.

Why it matters

  1. Targets a vulnerable group. By focusing on elderly and invalid victims of violent crime, the bill addresses the needs of individuals who are often at higher risk of physical and emotional harm, and who may face extra barriers to recovery and support.

  2. Collaboration with experts. Requiring consultation with the office for the aging ensures that the program will be informed by professionals who understand the specific challenges and best practices for serving older adults, potentially improving program effectiveness and sensitivity.

  3. Potential for increased support and safety. Home visitation by volunteers could provide crucial social contact, help identify ongoing needs or risks, and connect victims with additional services, reducing isolation and potentially preventing further harm or neglect.

Title of bill

An act to amend the executive law, in relation to the establishment of a home visitation program for elderly and invalid victims of violent crime

Purpose or general idea of bill

To create a volunteer program of home visitation to elderly and invalid victims of violent crime, in consultation with the NYS Office for the Aging.

Summary of specific provisions

Section 1: Amends the Executive Law, section 623, subdivision 9. Provides that the New York State Office for the Aging shall be consulted in order to promote the establishment of a volunteer program of home visitation to elderly and invalid victims of violent crime.

Section 2: Effective Date.

Current law

Current statute provides for a special investigative unit to expedite and process claims for elderly and invalid victims of violent crime and to promote the establishment of a volunteer home visitation program for such victims. This bill would require the State Office for the Aging to be consulted in cases involving the home visitation program.

Justification

This bill would enable the State Office for the Aging to be consulted in the establishment and maintenance of a special investigative unit that expedites claims of senior citizens and special emergency situations involving elderly and invalid victims of violent crimes. This unit also would be charged with the establishment of a volunteer home visitation program for these victims.
