What's happening

This bill allows retiring uniformed personnel of the NYC Departments of Correction and Sanitation to choose a cash payment instead of terminal leave.

Why it matters

  1. Gives retiring Correction and Sanitation uniformed personnel more flexibility. they can choose a lump-sum payment instead of taking their accrued terminal leave as paid time off, which could better fit individual financial or personal plans.

  2. May impact workforce planning and staffing. departments might see more predictable retirements (since people may leave right away rather than staying on payroll during terminal leave), potentially affecting scheduling, overtime, and hiring.

  3. Immediate payout could have tax implications. receiving a large lump sum in a single year could affect retirees’ tax brackets, take-home pay, and retirement benefit planning, so financial counseling may become more important.

  4. Could set a precedent for other uniformed city employees. if successful, this change might lead to similar options being requested by other groups such as police or fire personnel, potentially altering citywide retirement benefit structures.
