Title of bill

An act to amend the civil service law, in relation to directing the granting of excused leave to public officers and employees of this state to undertake screening for cervical cancer

Purpose

This bill grants an excused leave of absence of up to four hours to public officers and employees of the state, counties, municipalities and school districts in order to undertake screening for cervical cancer.

Summary of specific provisions

Section one amends Civil Service Law § 159-b to add cervical cancer screenings to existing provisions which allows every public officer or employee of this state or an employee of any county, municipality or school district to be absent from her duties or services for up to four hours annually for screening of breast cancer.

Section two sets forth the effective date.

Justification

This benefit is already provided in statute to encourage breast cancer screenings. Early detection of cervical cancer, as well as breast cancer, is critical to treatment, survivorship, and reduction of costs. New York State would send a powerful message in the fight against cervical cancer and set a positive example to employers across the state by encouraging its employees to undertake cervical cancer screenings.

Fiscal implications

None to the State.

Effective date

This bill shall take effect on the ninetieth day after it shall become law.
