What's happening

This bill extends eligibility for certain New York State scholarships to students attending private and proprietary colleges.

Why it matters

  1. Expanding access to scholarships for students at private and proprietary colleges could increase the number of New York residents pursuing high-demand fields. like STEM and teaching, potentially helping to address workforce shortages in these sectors.

  2. Students who previously attended or planned to attend non-public colleges will now have the same financial support opportunities as those at public institutions,. which could influence college choice, improve access for underrepresented groups, and foster greater competition among New York’s higher education institutions.

  3. By making these scholarships available to a wider range of institutions, the bill may incentivize private and proprietary colleges to strengthen or expand their STEM and education programs,. driving improvements in program quality and educational outcomes statewide.

Title of bill

An act to amend the education law, in relation to extending eligibility for certain scholarships to students attending private and proprietary institutions of higher education

Purpose

This bill will expand eligibility for the STEM Incentive Scholarship Program and the Masters-in-Education Teacher Incentive Program to students attending public, private, and proprietary degree granting institutions licensed by the New York State Department of Education.

Specific provisions

Section 1. Subdivision 1 of section 669-e of the education law, as added by section 1 of part G of chapter 56 of the laws of 2014, is amended to include students enrolled in a private or proprietary institution.

Section 2. Subdivision 1 of section 669-f of the education law as added by section 1 of subpart A of part EE of chapter 56 of the laws of 2015 is amended to include students enrolled in masters of teaching in education at private or proprietary institutions.

Justification

Current law provides that students matriculated in an approved undergraduate program leading to a degree in science, technology, engineering or mathematics (STEM) at a New York State public institution of higher education are eligible for an incentive program scholarship. This also applies to students matriculated in an approved undergraduate or graduate program leading to a degree in teaching at a public institution. These incentive scholarships should also be available to students at private or proprietary schools that are degree-granting institutions licensed by the New York State Department of Education.

Fifty eight percent of STEM and sixty one percent of the State's bachelor and masters of education degrees are conferred by private colleges and universities. It should not matter whether the college is public or private in training students in STEM or teaching.

Legislative history

New bill.

Fiscal implications

The STEM Incentive program is estimated at $8 million in year one. An additional $1 million would allow resident students to attend any New York State college or university. The Master's-in-Education Teacher Incentive Scholarship Program is estimated to cost $1.5 million. However, it will not be implemented until the 2018-19 academic year.

Effective date

Immediately.
