What's happening
This bill extends Suffolk County's authority to impose an additional 1% sales tax through November 30, 2019.
Why it matters
Direct impact on Suffolk County’s budget. The extended authority to collect the additional 1% sales tax gives Suffolk County continued access to a significant revenue stream, helping fund programs and avoid budget shortfalls without needing to find alternative funding sources or make cuts.
Support for public safety funding. The bill ensures that a portion (at least one-eighth, up to three-eighths) of the extra tax revenue must be dedicated specifically to public safety purposes, meaning resources for police, fire, and emergency services are protected or possibly enhanced.
Potential effect on local taxpayers and consumers. By continuing the extra 1% sales tax, residents and visitors in Suffolk County will keep paying more on taxable purchases, which could influence consumer behavior or cost of living, especially for lower-income households.
Short-term extension with future implications. The extension is only through November 2019, meaning county officials will need to revisit the issue again soon, potentially leading to continued uncertainty or ongoing debate about balancing local tax burdens and service needs.

Title of bill
An act to amend the tax law, in relation to extending the authority of the county of Suffolk to impose an additional one percent of sales and compensating use tax
Purpose
To reauthorize Suffolk County's additional 1% sales tax for a two year period ending on November 30, 2019..
Summary of provisions
The bill amends the tax law to extend Suffolk County's authorization to impose an additional 1% sales tax until November 30, 2019.
Justification
A county must secure state legislative approval each time it seeks to impose a sales tax rate above 3%. The State grants that authority to a county for a set period of time, usually one or two years. A county must then seek reauthorization from the State Legislature if the tax rate is to remain above the 3% limit. Suffolk County has requested it be allowed to continue the current sales tax level for the next two years.
Legislative history
New York State last granted authorization for Suffolk County to renew this component of the sales tax through Chapter 221 of the Laws of 2015..
Fiscal implications
None to the State. This act raises approximately $302.8 million in revenue for Suffolk County.
Effective date
Immediately.
