What's happening

This bill allows international baccalaureate exams to qualify for science course waivers and "with honors" distinctions alongside advanced placement exams.

Why it matters

  1. Expands access to science waivers and academic honors. by allowing students who take International Baccalaureate (IB) exams to qualify, putting IB on par with Advanced Placement (AP) and Regents exams—this could benefit students in schools offering IB programs who were previously excluded.

  2. Promotes educational equity and flexibility. by recognizing diverse advanced coursework, which might encourage more schools to offer IB programs and give students more pathways to academic distinction and waivers.

  3. May increase the perceived value and legitimacy of IB programs. in New York, potentially influencing school curriculum choices and encouraging colleges and universities to view IB achievements more favorably in admissions or scholarships.

Title of bill

An act to amend the education law, in relation to international bacca- laureate examinations

Purpose

To allow the International Baccalaureate (IB) examinations to maintain equal standing with the national Advanced Placement (AP) examinations

Summary of provisions

Section 1 amends the Education Law to include the International Bacca- laureate programs within the provisions for a waiver on the use of animals in science instruction.

Section 2 amends the Education Law to expand the eligibility for the New York State Achievement and Investment Merit Scholarship (NY-AIMS) to include those students who received a score of 3 or higher on one or more International Baccalaureate higher level examinations, or received a score of 4 or higher on one or more International Baccalaureate stand- ard level examinations.

Justification

There are more than 65 high schools across the State that offer Interna- tional Baccalaureate (IB) diplomas, and over 100 schools in New York State that participate in the IB program. The IB program requires advanced skills in analyzing and presenting information, evaluation and construction arguments, and solving problems creatively in six subject groups - language and literature, language acquisition, individuals and societies, sciences, mathematics, and the arts.

The 18 program has similar rigor and academic skills as Advanced Place- ment Courses. As such, the International Baccalaureate programs should be treated on par with Advanced Placement exams in the State Education Law.
