What's happening
This bill makes permanent the provision allowing New York school districts to provide student transportation based on actual ridership patterns.
Why it matters
Could lead to more efficient use of school transportation funds. By allowing school districts to base transportation services on actual ridership, districts can avoid paying for empty bus seats, potentially saving taxpayer money and enabling resources to be redirected to other educational needs.
Supports local flexibility and responsiveness. School districts can adjust bus routes and schedules more dynamically, responding to real-time student needs and changing patterns, rather than being locked into less flexible “one size fits all” requirements.
May improve safety and reduce environmental impact. Fewer unnecessary bus runs mean less traffic congestion around schools, decreased fuel consumption, and lower emissions, contributing to a safer and greener community.
Potentially affects families and students' access. While efficient, this approach requires careful monitoring to ensure no students lose access to necessary transportation due to shifting ridership patterns or unanticipated changes in who needs the service.

Title of bill
An act to amend subpart F of part C of chapter 97 of the laws of 2011 amending the education law relating to census report- ing, in relation to making permanent certain provisions authorizing a school district to provide student transportation based upon patterns of actual ridership
Purpose
This bill would make permanent changes to student bus transportation based upon patterns of actual ridership.
Summary of provisions
Section 1: Amends Section 26 subpart F of part C of chapter 97 of the laws of 2011 to permanently extend the option to school district's to reduce the number of seats available on bus transportation based on patterns of actual ridership. Nothing in this section will reduce the number of seats available for students currently in need of transporta- tion.
Section 2: Sets the enacting date.
Justification
Prior to 2011, many school districts had complaints that they were required to provide under existing law many more seats on bus transpor- tation that are actually needed as evidenced by student ridership. Schools are experiencing budget cuts and more pressure than ever to save money and seek efficiencies. As part of chapter 97 of the laws of 2011, the option for school districts to reduce the number of seats available to students on bus transportation based on patterns of ridership was implemented and set to expire on June 30, 2019. This bill continues the efforts for mandate relief by extending this provision and permanently keeping this cost saving measure available for school districts.
