Title of bill
An act to amend chapter 116 of the laws of 2016 authorizing Richard Insogna, Jr. to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for the village of Fort Plain, county of Montgomery, in relation to technical corrections thereto
Purpose or general idea of bill
The purpose of the bill is make technical amendments to chapter 116 of the laws of 2016 to authorize Richard Insogna Sr. to take the competitive civil service examination and be placed on the eligible list for appointment as a full-time police officer for the village for Fort Plain in the County of Montgomery.
Summary of specific provisions
Section one and two make technical amendments to chapter 116 of the laws of 2016 to authorize Richard lnsogna Sr. to sit for the civil service exam and be placed on a eligibility list for a full time police officer position in the village of Fort Plain subject to merit and fitness requirements.
Section three establishes the effective date.
Justification
Under the Civil Service Law, as proscribed under Section 58, no individual may take the civil service examination, nor be eligible for a civil service appointment as a police officer, at the age of 35 or older. Due to this limitation, the village of Fort Plain Police Department has requested legislation to permit one of their part-time officers, Richard Insogna, Sr., to be eligible to take the civil service examination since he is currently older than 35 years old.
In small rural areas, it is difficult to attract or maintain qualified applicants to fill such positions. Upon Richard Insogna, Sr. passing the examination, this would qualify him to fill the vacant full-time position within the village of Fort Plain Police Department.

Effective date
