What's happening
This bill amends the universal full-day pre-kindergarten program to guarantee funding for all eligible programs outside New York City.
Why it matters
Removes the competitive grant process. for full-day pre-kindergarten funding outside NYC, meaning all qualifying programs are guaranteed access rather than having to compete for limited slots.
Ensures equitable access to funding. for districts outside of New York City, potentially reducing regional disparities and making it easier for more communities to establish or expand full-day pre-K.
Creates more predictable and stable funding. for eligible pre-K programs, allowing school districts and providers to plan for consistent, long-term operation without the uncertainty of annual application outcomes.
May increase the number of full-day pre-K slots. statewide (outside NYC), as funding will now be sufficient to cover all qualifying programs instead of being capped or rationed, supporting broader early childhood education access.
