What's happening

This bill requires vehicles transporting five or more weapons and related ammunition in New York to use secure, locked storage and imposes fines for violations.

Why it matters

  1. Targets large-scale weapon transport. By focusing on vehicles carrying five or more weapons and corresponding ammunition, the bill addresses higher-risk scenarios that could involve trafficking, gun shows, or bulk transfers, rather than small-scale personal transport.

  2. Mandates physical separation and robust security. Requires not only locked, secure storage compartments for weapons and ammunition, but also that these be physically separate and resistant to common cutting tools—aiming to reduce the risk of theft or unauthorized access during transit.

  3. Enables regulatory oversight and flexibility. Grants the transportation commissioner the authority to create additional rules and regulations, allowing the law to adapt to evolving security technologies or changing transport practices.

  4. Establishes significant financial penalties. The minimum $1,000 fine per violation (up to $5,000) creates a strong financial deterrent, signaling the seriousness with which New York intends to enforce secure weapon transport and potentially encouraging industry-wide compliance.

3. The transportation of weapons and/or ammunition not in compliance with this section or the rules and regulations promulgated pursuant to this section shall be punishable by a fine of at least one thousand dollars and not more than five thousand dollars for each violation.
