What's happening
This bill creates a special "The Westchester Way" license plate with a fee to fund Westchester County tourism promotion projects.
Why it matters
Connects local pride to tangible benefits. By purchasing “The Westchester Way” license plates, residents directly contribute funding for Westchester County tourism, providing a visible way to support their community’s economic development.
Earmarks funds specifically for tourism efforts. After covering administrative and plate production costs (up to $6,000/year), all additional plate fee revenues are dedicated to a special county fund, ensuring money raised is used exclusively for tourism promotion projects in Westchester rather than being absorbed into the state’s general budget.
Requires local accountability and planning. The designated local tourism entity must create an annual, state-approved tourism promotion plan that outlines spending and avoids duplicating existing marketing efforts, increasing transparency and strategic use of funds.
Ensures program viability before launch. The DMV will only issue the plates if there is sufficient initial interest (at least 200 pre-orders or a $6,000 surety bond), preventing wasted resources on unpopular specialty plates.
