What's happening

This bill exempts the release of ring-necked pheasant and quail from permit requirements during certain months and standardizes hunting regulations for these species statewide.

Why it matters

  1. Reduces regulatory barriers. for hunting clubs, landowners, and wildlife organizations by exempting them from needing permits to release ring-necked pheasant and quail during August 16 to April 15, which could simplify game bird stocking and training activities.

  2. Standardizes hunting seasons and bag limits. for pheasant and quail across all counties, including Long Island, potentially creating a more predictable and uniform hunting experience throughout New York State.

  3. May increase opportunities for dog trainers and field trial organizers. by allowing more flexibility in releasing birds for training and events without additional departmental oversight during the specified period, which could support rural economies and outdoor recreation businesses.

  4. Could impact local ecosystems and native species health. , as increased bird releases without permits might raise concerns around disease transmission or competition with native wildlife, though the Department of Environmental Conservation retains authority to withhold permits if there are health risks outside the exempted period.
