Supports small businesses during regulatory transition. by offering $10,000 grants to help dry cleaners fully replace perchloroethylene-based systems, a cost barrier that often prevents small operators from adopting safer technology.
Mandates ongoing assessment and accountability. through required reports every three years, enabling lawmakers and the public to track the program’s effectiveness and ensure that public funds are achieving intended environmental and health outcomes.
Promotes equitable geographic distribution. of grant awards, ensuring that benefits are not concentrated in a single region but are available to dry cleaning businesses statewide, potentially reducing regional disparities in air pollution exposure.
