What's happening

This bill requires repeat sex offenders who fail to register or verify to wear a location-tracking device during supervision.

Why it matters

  1. Creates a mandatory GPS monitoring requirement. for sex offenders who have twice failed to register or verify, meaning the state will track their location continuously during probation, parole, or post-release supervision.

  2. Increases consequences for non-compliance with monitoring. , making it a class D felony if an offender tampers with or violates the GPS tracking requirement, in addition to potential parole or probation revocation.

  3. Puts responsibility on supervising agencies. to both attach and actively monitor the location devices, which could significantly increase administrative and technical demands on law enforcement and probation departments.

  4. May serve both public safety and deterrence goals. , signaling a stricter approach for repeat non-compliance and potentially improving the state's ability to track high-risk offenders.
