What's happening

This bill prohibits retail lease agreements from charging lessees a turn-in fee for administrative, handling, or clerical charges.

Why it matters

  1. Protects consumers from surprise end-of-lease charges. by making it illegal for retail lessors to impose extra fees labeled as "administrative," "handling," or "clerical" when turning in leased goods.

  2. Closes a common loophole in lease agreements. used by some companies to add hidden costs at the conclusion of a lease, making total lease costs more transparent and predictable for lessees.

  3. Could set a precedent for similar consumer protection measures. in other states or for other types of contracts, signaling increased legislative scrutiny on "junk fees" in the retail industry.
