What's happening

This bill allows Yeshiva Bais Chaya Esther INC to apply retroactively for water and sewer charge exemptions in Brooklyn for 2013-2016.

Why it matters

  1. Relief for Nonprofit Institution. The bill provides Yeshiva Bais Chaya Esther INC, a not-for-profit religious school, an opportunity to retroactively seek financial relief for water and sewer charges, which could support its operations and resources for students.

  2. Potential Precedent for Retroactive Relief. Allowing a retroactive exemption (2013-2016) may set a precedent for other nonprofits seeking similar relief for missed or late applications, potentially impacting city administrative processes.

  3. Impact on City Revenue and Policy. Forgiving charges, fines, penalties, and interest could affect the city's revenue collection and may prompt discussion about how such exemptions are handled for charitable organizations in the future.

  4. Requirement for City Council Approval. The measure includes a safeguard by requiring New York City Council approval before any exemptions are granted, ensuring an added layer of oversight and accountability in the process.
